NJ MVC guide: REAL ID, license renewals, appointments and what you can do online
A trip to the New Jersey Motor Vehicle Commission isn't always necessary.
Many common transactions — including most license and vehicle registration renewals — can be completed online. Others require an appointment. The type of MVC location you need depends on what you're trying to do.
Here's how to figure out what you can do online, whether you need an appointment, what documents you need and where to go.
Check online before going to MVC
Before making an appointment, check whether you need to visit an MVC agency at all.
MVC says about 80% of its transactions can be completed online. Common online services include:
  • Renewing a driver's license or non-driver ID
  • Renewing a vehicle registration
  • Changing an address
  • Replacing a lost license or registration
  • Upgrading a probationary license
  • Requesting a driver history abstract
  • Paying a restoration fee
Do I need a REAL ID?
No. REAL ID is optional.
A standard New Jersey driver's license remains valid for driving. But a standard license or non-driver ID by itself no longer meets federal identification requirements for purposes including domestic air travel.
Adults generally need a REAL ID or another federally accepted form of identification, such as a passport, at TSA checkpoints.
If you already have a valid passport and are willing to use it when flying, you don't need a REAL ID solely for domestic air travel.
How do I get a REAL ID?
Your first REAL ID must be obtained in person by appointment.
MVC summarizes the document requirements as 2 + 1 + 6:
  • Two documents proving your New Jersey residential address
  • One valid Social Security number
  • Identity documents totaling six REAL ID points
REAL ID uses different document requirements and point values than the Standard credential system, so check your documents before going.
A Standard New Jersey license or ID costs $24. A REAL ID costs $35.
If you don't need REAL ID immediately, MVC recommends upgrading when your current license or ID is due for renewal. Renewal appointments become available within three months of expiration.
Once you have a REAL ID, later renewals can generally be completed online or by mail.
Check your documents with the MVC REAL ID document selector.
Need a REAL ID for emergency or urgent travel?
MVC has an expedited REAL ID program for qualifying life-or-death emergencies and urgent interstate travel within 30 days.
Appointments are limited, and an additional $80 expedited-shipping fee applies. Before applying, MVC says to check whether you already have another form of identification accepted by TSA.
What documents should I bring?
It depends on the transaction and whether you're applying for a Standard or REAL ID credential.
Standard licenses and IDs use New Jersey's Six Points of ID system. REAL ID uses the separate 2 + 1 + 6 requirements.
Don't assume documents count the same way under both systems. A name difference between documents can also require proof connecting the names, such as marriage, divorce or court records.
Use MVC's REAL ID document selector or current Standard ID guidance before your appointment.
Do I need an appointment — and which MVC location?
Many major MVC transactions require appointments, but not all do.
First check whether your transaction can be completed online. If you need to go in person, make sure you're going to the right type of location:
Licensing Center: Licenses, non-driver IDs, permits and knowledge tests.
Vehicle Center: Titles, registrations and license plates.
Road Test location: Road tests.
Regional Service Center: Certain suspension, restoration and other specialized driver matters.
Inspection station: Vehicle inspections.
Some Licensing Center services are walk-ins, including name and gender-marker changes and obtaining a probationary license after passing the road test.
Licensing and Vehicle Centers are generally open from 8 a.m. to 4:30 p.m. Monday through Friday and 8 a.m. to 3 p.m. Saturday, except holidays.
Renewing your license, ID or vehicle registration
Driver's license or non-driver ID
Most eligible New Jersey drivers can renew a license or ID online.
MVC says most customers can renew online even if their renewal form says they must visit an agency.
An online renewal takes effect immediately. The new credential is generally mailed within two to four weeks.
Licenses and IDs are no longer printed at MVC agencies, so customers who renew in person also receive them by mail.
Commercial driver's license holders and people with expiring visas are among those who must renew in person.
A driver's license expired for more than three years requires starting over as a first-time driver.
Non-driver IDs can also be renewed through MVC.
Vehicle registration
Eligible vehicle registrations can be renewed online, and the renewal takes effect immediately.
Customers who aren't eligible for online renewal must make an appointment.
Lost your renewal notice or PIN? If the registration is still within the renewal window, MVC provides an online process to request another registration-renewal PIN.
Need a New Jersey photo ID but don't drive?
New Jersey residents age 14 and older can apply for a non-driver photo ID.
The first ID must be obtained in person at a Licensing Center by appointment. Applicants must meet MVC's identification requirements, and the credential is mailed afterward.
A non-driver ID can also be a REAL ID, giving non-drivers the same basic Standard-versus-REAL-ID choice as drivers.
MVC also offers a disability non-driver ID for qualifying residents. It does not by itself provide disability parking privileges.
Moving? Here's what to do
Moving to New Jersey
New residents generally must transfer their out-of-state driver's license and vehicle title and registration within 60 days of moving or before the existing credentials expire, whichever comes first.
MVC allows a license and registration to be transferred through an out-of-state transfer appointment.
Drivers age 17 and older with a current, valid, non-provisional out-of-state license in good standing generally don't have to take New Jersey's knowledge and road tests.
Moving within New Jersey
New Jersey law requires drivers to report an address change to MVC within one week.
You don't automatically need to buy a replacement license or ID showing the new address. If you want one, you can order a duplicate.
Change your address before completing an online license renewal.
Lost your license, ID or registration?
Lost licenses and non-driver IDs can generally be replaced online. A lost REAL ID can also be replaced online.
A lost vehicle registration can also be replaced through MVC's online services.
Replacement licenses and IDs are mailed.
MVC recommends reporting a stolen license or ID to police.

Additional Services

Getting your first driver's license
New drivers generally move through a permit, knowledge and vision testing, supervised driving, a road test, a probationary license and eventually a basic license.
Under 21
Permit holders under 21 generally must complete at least six months of supervised driving before taking the road test.
Under-21 drivers issued a permit on or after Feb. 1, 2025, must complete at least 50 hours of supervised driving, including 10 hours during darkness.
The supervising driver must be at least 21, hold a valid New Jersey license and have at least three years of driving experience.
Additional Graduated Driver License restrictions apply, so young drivers and parents should check MVC's first-driver requirements.
Age 21 or older
First-time drivers 21 and older generally need at least three months of supervised driving before taking the road test. The 50-hour certification requirement doesn't apply to applicants who were 21 or older when their permit was issued.
After passing the road test, drivers receive a probationary license. After at least one year of unsupervised driving, it can generally be upgraded to a basic license online.
Already licensed in another state? Use the out-of-state transfer process instead.
Bought, sold or transferred a vehicle?
The process depends on how the vehicle changed hands.
A vehicle purchased from a New Jersey dealer is typically titled as part of the sale. Private sales, out-of-state vehicles and other transfers can require a title and registration transaction with MVC.
Inherited vehicles and less-common transfers have separate requirements, so use MVC's title guidance for your specific situation.
Sold a car? Don't forget the plates
If you sell a vehicle and aren't transferring its New Jersey plates to another eligible vehicle, MVC says the plates must be surrendered.
Return them at an MVC agency or through an agency plate drop box — not at an inspection station.
MVC mails a receipt showing the plates were surrendered. Keep it.
When does my vehicle need inspection?
Most gasoline-powered passenger vehicles more than five model years old must undergo an emissions inspection every two years. New passenger vehicles generally receive a five-year inspection sticker.
Check the inspection sticker on your windshield for the due date. MVC allows vehicles to be inspected up to two months before the month they're due.
Bring a valid driver's license, vehicle registration and New Jersey insurance documents to the inspection.
Fully electric vehicles are exempt from New Jersey inspection requirements. Other exemptions also apply, so motorists with other types of vehicles should check MVC's inspection exemptions.
Language and accessibility help
MVC agencies and mobile units have translation devices that support real-time conversations in more than 80 languages.
Knowledge tests are offered in multiple languages. If a test isn't available in an applicant's native language, MVC can arrange and pay for an interpreter. MVC says those appointments typically take four to six weeks to arrange.
Deaf and hard-of-hearing applicants can use an MVC-approved interpreter for the knowledge test. Customers contacting MVC by phone can use 7-1-1 NJ Relay.
Qualifying motorists with significant hearing loss can also request a deaf or hard-of-hearing driver's-license designation at no additional fee.
Disability parking
Permanent disability placards and wheelchair-symbol license plates are handled through MVC for qualifying residents.
Temporary disability placards are issued through local police departments instead.
A disability non-driver ID is separate and does not itself provide disability parking privileges.
Customers who need another accommodation should contact MVC before their visit.
Military and veteran services
Active-duty military personnel who are deployed, including New Jersey National Guard and Reserve members, and their immediate families receive automatic extensions for driver's licenses, registrations and inspection requirements while deployed.
MVC says expired documents generally must be renewed within 90 days after demobilization or returning from duty.
Veterans can also add a veteran designation to a New Jersey driver's license or non-driver ID with qualifying documentation.
What if my license is suspended?
Requirements depend on the reason for the suspension.
MVC allows its standard restoration fee to be paid online, by mail or at a Regional Service Center. But paying the fee does not necessarily mean your driving privileges have been restored.
Complete the requirements associated with your suspension and don't drive until MVC has confirmed that your driving privileges are restored.
Looking for another MVC service?
MVC has separate guidance for specialized needs including commercial driver's licenses, inherited vehicles, specialty plates, driver abstracts, failed inspections and commercial vehicle transactions.
For those situations, start with MVC's online services and service directory to find the guidance for your transaction.
