A Wayne man has been charged in connection with an alleged attempted kidnapping and impersonation of a law enforcement officer during a traffic stop in Roxbury earlier this month, authorities said.
Morris County prosecutors said Julio D. Estrada-Mogollon, 36, was charged May 12 with attempted kidnapping, theft by unlawful taking and impersonating a law enforcement officer.
According to investigators, a woman left a business in Saddle Brook around 2:15 a.m. on May 3 and was driving on Route 80 West when she was pulled over in Roxbury by a dark-colored sedan with emergency lights.
Authorities said the driver asked for her documentation, removed her from the vehicle and conducted an alleged field sobriety test before handcuffing her and telling her she was under arrest.
When the woman asked to see the alleged officer’s badge, investigators said the man walked back to his vehicle, allowing her to flee in her car. She later removed the handcuffs and realized her cellphone was missing before reporting the incident to New Jersey State Police.
Investigators later located the victim’s cellphone in Paterson and determined the suspect vehicle was registered to Estrada-Mogollon.
Estrada-Mogollon is being held at the Morris County Correctional Facility pending court proceedings.
